Look and see if you can find him in any of the WWI draft records. Someone else on the list can probably tell you where you could find those. He could be in Tampa prior to the directory ... he may have been living in a boarding home. I've run into the same situation of not being able to locate individuals because of this. Check the Tampa History museum ... I don't thing that is the correct name ... that is down town on Franklin Street. They might have some ideas of where to access those type of historical records.
