Hi, I just found the date my great grandfather was mayor, May 28, 1907. He was appointed first mayor of South Jacksonville. When they held the first election for mayor, he was defeated. So this proves there was not a mayor of South Jacksonville bedore May 1907. The papers of know of are the Florida Times-Union and earlier the Jacksonville Journal. Good luck.
