    2. On July 29 in 1868 The 14th Amendment to the Constitution, which guarantees citizenship to all those born or naturalized in the United States, is adopted. The amendment was aimed primarily at assuring citizenship to Africa-American freed from slavery by the Civil War. 1914 Austria-Hungary declares war on Serbia, beginning World War I. 1959 In preparation for statehood, Hawaiians voted to send the first Chinese-American, Hiram L. Fong, to the US Senate and the first Japanese-American, Daniel K. Inouye, to the US House of Representatives.
