    3. Jim, I would think it would be the Irish army. By 1929 the British military presence in Ireland (at that time the Irish Free State; excluding Northern Ireland) should have been more or less limited to what is known as the "Treaty Ports" of Lough Swilly in the north and Cobh and Bere Haven in the south/southwest of the island. The naval facilities at these ports were retained by Britain according to the terms of the 1922 Anglo-Irish treaty and control of these ports was held by Britain until around 1938, I believe. Therefore, it seems more likely that the military presence around Dublin would have to be that of the Irish Free State. Hope this helps you out.
