Its for things just such as this. I have it checked only for Gedcom so that it wont get lost, altho, if I intend to upload the gedcom, I will uncheck it just for that, but otherwise, it doesn't show up anywhere else by mistake. By using the Restricted label, it stands out a little more when looking through the facts and/or reports in the case that it accidently did get included.
