    3. Does any know how you apply for a delayed birth certificate. My father who was born 4 October 1900 in Chickasaw Nation Indian Territory before Oklahoma became a state in 1907. He was born at home with a midwife and I don't think the birth was registered. During WW II he worked for a defense plant in San Pedro, California during the war. We also received food ration books and he worked for the WPA in 1936.. All of these position required a birth certificate to prove you were a citizen of the United States. I have an affidavit of birth by my aunt who died in 1993 at 101yr who made this affidavit of birth in 1951. It is signed by a notary in Los Angeles, CA. Can I use this as proof when I apply for a delayed birth certificate. Do I apply in California or Oklahoma. Ronnie
