I have had fairly good results with Microsoft Word's feature "recover text from any file." In Word, you use File, Open, and then on the pull down menu select that option and highlight the file you are trying to use. Sometimes there will be some formatting you need to fix, but you do recover the content of files created by older word processors. I never used Windows 3, went directly from dos to Windows 3.1, but she may have written the file either in the earlier simple processor Write (extension .wri) or in some version of Microsoft Works. In either case Word should open it.
