My solution to this was to put "the [Place name] registration district" making sure that the is all lower case. This is fine but it makes the relevant sentence read oddly - when I edit the sentence, thinking to remove the word "in" (which would be all I need to do) I find that the word "in" is not part of the sentence construction! Is there a way around this, please?
