I suspect the GENBOX implementation for media is different to the one FH uses. In your file what do you have in the 0 @M21@ section of your file. Where you write locally linked files would be in the format: 2 OBJE 3 FORM JPG 3 FILE C:\Genealogy\Locations\Eberwhite Elementary School.jpg I am seeing the following in the exported GEDCOM file: 2 OBJE @M21@ 3 FORM JPG 3 FILE C:\Genealogy\Locations\Eberwhite Elementary School.jpg The difference seems to be the @M21@ in the 2 OBJE line of the Genbox exported GEDCOM. Yes the @M21@ is pointing to a record which will start 0 @M21@ So you might want to double check what's below that line, feel free to post it and I will help if I can.
