Open a new, blank e-mail message. Write your message, insert a subject line and recipient if necessary. Then choose "File, Save As Stationery..." and give the stationery a short, easy to identify name. After that, to use that stationery, choose "Message, New Message With" and choose the name of the stationery you want to use. When you click on "Tools:Stationery" a window should open up with "Stationery" open. You still have to right-click in that area and chose "New" to "make" a new Stationery. Maybe we're missing something. EXACTLY what do you mean by, "nothing happens"? Do you mean that NOTHING opens?
