It means that tool is not available for what you are doing. For instance, it you are reading a message, you will see that the spell check button is "not clear" The spell check function is only available when you are composing a message. To verify this click on the reply icon and you will see that the spell check icon becomes clear and you can click on it and the reply icon is now "not clear" BTW, you can add icons to the toolbar by right clicking anywhere on the toolbar between the icons. This will bring up a function that you can use to add icons to the toolbar.
