It does seem odd he being in an ordinary suit, but that doesn't mean you're wrong. There be a theme of duality emerging here - we seem to have a communion table brought out towards the cong with gifts for them on it, yet there is still a high altar in the sanctuary, and now we seem to have a bishop's chair in front of the communion table and a bishop in a suit.
