I did wonder if the appearing/disappearing yellow box might be due to language settings in our browsers, rather than geography (if it is geography, then going by your replies it certainly isn't by country!). I had a look in my Firefox settings and discovered - surprise surprise - that it was set to English (US). I never noticed that before! I reset it to English (UK) but I still get the yellow box.
