The address is less romantic - Waterman's Fields! And yes, he is a Beadle of the Court of requests. There was a Court of Requests which gave access to poor people, but it was abolished in 1642. There were other Courts of Requests in London ( abolished in 1846) which were to do with debtors. A beadle is a sort of court usher in this context.
