Hi Heather I have had a bit of a look and while I can find a number of Louisa Powells, filtering them down is a bit of a problem. I think what I would try to ascertain is what sub district of Paddington Star St. was in for the 1891 and the 1901 censuses and look to see who was at no 43 in each one. If it is the same people each time then the odds are they were there in 1896. It could be her family, or it could be a number of people living in rooms, or it could be a family with servant(s). Whichever it is will give you some clue as to where to go next. In 1896, at least with my relatives, home birth was the norm, as they could not afford doctors.
