CC payment also means that if you are outside the UK you don't have to bother with sorting out payments on a UK bank or sterling cheque or getting involved with currency conversions. The will certainly accept an enquiry by email, but I believe the sticking point is that they need you to sign a statement that you will respect the copyright and will not use it for commercial purposes (or whatever the legal jargon is this week!) so the application has to be via the hard-copy form.
