The 1861 census shows Hepzibah living with her mother Margaret wife of a mariner who is not on the census. There were other children listed mostly born in East Donyland, Essex The 1851 shows Margaret as a fisherman's wife; again the husband is not on the census but the eldest son is called James so could be named after his father. On freebmd there is a birth of Hephzibah Enar CLARK (no 'e' at the end) born in Lexden registration district, which includes East Donyland. Your best option is to send for this birth certificate as it will show both parents names including the mother's maiden name.
