This is a strange one! There are 60 Hursell births on FreeBMD 1837-1901, 49 of them in the Tunbridge registration district in Kent, two on the Kent/Sussex border, and four on the Kent/London border, so it might be worth trying a Kent list for your Naomi. It is possible that Percy William Lee was on the run and gave a false name to the shipping company, then changed his name again after arrival in North America. I have one of these in my family; he deserted from the army, went to America, and underwent two name changes, but he did retain his surname.
