He was in the army. The transcription (and the cover page of the original image) make it clear that the institution was the Infantry Barracks in Colchester where Thomas Mumford was a Private. A quick search of the army records on www.findmypast.co.uk does not reveal him, which suggests he may have died in service or left without a pension.
