Have you tried the local papers or the Essex Archives? Do you mean that James was the Borough Engineer or that he was the Chairman of the Borough Engineering Committee? The two jobs would have been quite different - the first would be a salaried appointment and the second would mean that he was elected to the local council and then appointed Chairman of a Committee.
