Calverley is close to Leeds, according to my map. According to 1851, Ruth's mother Phoebe is staying with her. Phebe Bilton is 66, born Middlesex, London. Doesn't state whether she is a widow/married. This might be Phoebe's death registration in Leeds district, apr-jun 1855, vol 9b, p207 Phoebe Bilton is in Leeds in 1841 - transcribed as Bitton Phoebe Bilton, 55, mangle woman, not born in Yorks.
