It's very likely that Jabez didn't meet the criteria, or ceased to meet them, and so wasn't eligible to vote but his son did qualify and was therefore eligible. Hence the apparent anomaly. Fred's absence from the census could have been the result of an oversight on the part of the enumerator when he wrote up the household schedules into the enumerator's books (which is what we see). It could be that he was away, or expected to be away, on the night of the census so wasn't included. Ada may have been in service so not at home for the census.
