You seem not to understand the system, if I may say so. Nobody can "look up" a birth without buying the certificate from the General Register Office and to do that you need to know when and where it took place, so you can order it. I notice you've posted this request to Australian lists as well, so presumably you don't know whether this birth took place in Britain or Australia? Not a good start! In any event, if you think the birth was in the UK you can search the GRO Indexes for yourself, just as easily as asking someone else to do it for you.
