So much so that I wonder if in 1861 & 71 he may have been under a different surname. There are two possible registrations for his birth which I can see: Births Jun 1855 Lister Thomas Craven Leeds 9b 394 Births Dec 1855 Lister Thomas Leeds 9b 347 If you can show that either of these has no father then you could hypothesise that his mother was married after Thomas' (Tom's) birth and then look for him under the name of his step dad. This does not explain why he is not found in 1881 and 1891. It's not like he was a sailor or soldier who might be abroad but I suppose even a Jeweler migh be off on some business at, for example, an exhibition in Paris or buying Jet in Spain.
