Indeed, a look at Hugh Wallis shows the only IGI batches for Lower Mitton end at 1700. That suggests the data may be held locally. My only suggestion is to go back to the source where you found the 1808 birth on Elizabeth Richardson at Lower Mitton and check if they have deaths and marriages.
