Hi Mike, Not merely the subtleties of the English language, but also of English Law as it was, as both words were used, but they referred to different penalties.... The run-of-the-mill offender was simply sentenced to be 'hanged by the neck until death', but really serious malefactors were further sentenced to be 'cut down and hung in chains' [actually thin bands of flat wrought iron, rather like the containers for glass carboys of acid when I was a lad] as a Public Spectacle until all the bits had rotted and fallen off. They didn't call it Merrie Englande for nothing..... Saying 'hung' implies a greater degree of villainy than was actually the case!
