Hello Derek: I don't know for sure, but could it have possibly been that the first register of the birth could not be found; perhaps the page had not been included for some reason; if someone was going to get married or some other earth-shaking event, they would need to produce proof of birth. This happened to me recently while investigating my father's background in Canada. A note on the Birth registration stated that "mother has updated the information", and it was around the time that the ancestor married. Just a guess on my part !
