Peter, It appears that Harriet was indeed the mother as Ezekiel is described as a grandson to William and Elizabeth on the 1861 census. Harriet went on to marry a William Ball in Birmingham QE Jun 1867 6d 36 and is found on the 1871 census with her now widowed father living with her new family. I would say that Elizabeth had an illegitimate child and for convenience she used her father's name when having her son baptised. It was done often enough. But a son of the grandparents - called not unsurprisingly William - could have married a Harriet - a fairly common name - and both could have died.
