    3. St Andrew's Street crosses the Canal near Saltley Docks, the centre of canal transport. Could the "Railway Mission " be the equivalent of a Seaman's Mission, for canalboat workers? On the Norfolk/Cambs marshes they used to have floating churches - "Missions". Could this be something like that, a church for travelling families? A search of church sources might help.
