Hi Mike It is a stretch of the Bristol Road South (A38) just below the Black horse pub on the junction with Frankley Beeches Road, running down the hill towards the junction with Steel Road as you approach the bottom of the hill (there is a post office symbol * marked on the A-Z of Birmingham which is roughly the bottom of the hill). It is an old name for the location and you would probably not find many people who live in the area refer to it as this name. I was doing some research on that stretch of Roman road a number of years ago which is how I know about it. An old book in Northfield library mentioned Pigeon House Hill but I can't remember the name of it at the moment.
