Have you searched for the address on a later census to see how many rooms were in the house?  Lots of rooms could suggest that the owner of number 3 was away for the weekend and had left the staff in charge of the house.  The 1911 census is probably the easiest to search - at your local library perhaps?  You'd need to look on the enumerator's schedule to see if there was more than one household at that address.  No idea how it was spelt in 1911 but today there is an s on the end of Maid. If the butler doubled as valet, then he might have accompanied his master.  Unlikely for a butler to accompany his master if he were a guest of somebody.
