Until the 1920s-1930s, it was routine for girls to become domestic servants in other people's houses, once they reached their 12th birthday. My mother was the first generation in her family not to go 'into service'. They weren't paid much, if anything, but given food and lodging. The idea was to save the expense of raising a daughter, and train her up for married life. Quite often, she would go to a relative to be a domestic there. So that 'niece, FS', may well be doing her service with a family member, not just visiting.
