Hello Tony, I went to the library today, to do your look up. Yes, the 1891 census is street indexed but not surname indexed. Maddock St and Stanley St are both there next to one another. I looked through both streets and also Liverpool Rd, (all Burslem) but there's no John Bailey there. However, I noticed that there seemed to be a lot of Bailey families in that area.
