On the 1871 Census for the Civil Parish of Wellington, Page 8, the entry second from the bottom is for a "Harriett GILLARD" female age 29 unmarried, an inmate of the Wellington Workhouse on North Street. She was reported to have been born in Devon, Culmstock. This probably is not what you were asking but may be a clue as to where else to look for the marriage you had in mind. As she would have been 22 the year of the marriage in question, there could possibly be a relationship here.
