I've found several recently who didn't and that's without the marriages missing from the GRO indices. You could try contacting the relevant register offices to see if they have an entry which didn't make it to the GRO or didn't make it into the GRO indices. FreeREG is updated regularly, so if there's no relevant entry there now, try again next month.
