Dear Graham Thank you kindly, I'll try that. I had a similiar research problem for a guy born Shropshire who moved to London, Hampshire, eventually Berkshire, eventually joining the constabulary. I emailed the Thames Valley Police who put me onto the curator of the Police Museum, who then directed me to the Berkshire record office, and they had available the examination papers of my man which for a small sum, I could have. If you contact the Police liaison folk in the district in which you consider your fellow was from, you may have some luck. Possibly a little online "running" around as I had to do, but in the end, success.
