Exactly - the 0 is the long distance prefix both in the UK and here in Ireland so for international calls one drops it. Normally one puts a bracket around it if giving a full international dialling code in one's address. Thus my office switchboard number is +353 (0) 41 982 7572 so 353 is the code for Ireland prefixed by whatever one puts before international codes for one's own provider - here it is 00 - then 041 is the code for the Drogheda area and the rest is the local number.
