Hello Geoff You should check at Shropshire Archives in Shrewsbury for Registers of Electors. I have just had a quick look on their Online Catalogue at http://archives.shropshire.gov.uk/ Enter Register of Electors in the search box and see what comes up. While you were at Oswestry Library did you check their name index to the local newspaper to see if it included a reference to your grandfather? If not, I suggest you go back and have a look at that index.
