Joyce My gt-grandfather served in the RE at the turn of the 19th/20th century. He was billeted at Bright Street Barracks in Middlesbrough for at least a year until he eventually moved out. I'm not sure when he did so but it seems to have been connected with his marriage. Bright Street still exists but is to the east of the town centre right at the top of Marton Road and hence on the wrong side of town from the Stockton point of view. His August 1899 marriage certificate shows him as a private living at the barracks but by 1901 (census) he was a corporal living at Colne Street in Middlesbrough with his wife and daughter. He was still living in Middlesbrough and still in the RE (now a Sergeant) when his second daughter was born in 1907. It does seem therefore that the RE had a permanent base or presence in the area.
