Perhaps quite a lot of them set off for somewhere else, intending to sail from Liverpool, but either ran out of money (remember that movie "The Informer" with Victor McLaglen?) or perhaps met someone who kept them there. I think my German great grandfather from Hanover may have been on his way but he ended his days in England - presumably having met his Scottish wife in Liverpool. Who knows?
