The 100 year rule was retrospectively imposed on earlier censuses without legislative sanction which is why the 1911 census was released early when a FOI request was lodged with the Information Commissioner (is that his title?) by Guy Etchells. And it'll be the 1st of January 2022, not 2021 when the 1921 Census will be released. However, the 1939 National Register is being prepared for release in the near future.
