Hilary, The rules for the 1841 Census were that adult ages were to be rounded DOWN to the five years, and only those under the age of 15 had to have their ages recorded to the nearest year. Thus someone whose age on the 1841 census is given as 15, is actually aged from 15 to 19 years old if the rules were followed. Also it sounds as if you haven't actually got the 1843 marriage certificate which would give Thomas' age, even if it's only stated as of "Full Age", ie 21 years or over. Thanks David I do have Thomas's Marriage certificate and it does say he is full age, but did they always tell the truth?, his bride was baptised in 1825, so his age would match hers if he was aged between 15 and 19 in 1841.
