As I understand it, Income Tax was introduced as a temporary measure to pay for the Napoleonic Wars. It was, I believe repealed temporarily, but quickly reinstated. I think the Napoleonic Wars have been paid for by now... To avoid the tax some houses from the period can be seen to have bricked-up window-spaces. The tax was repealed 156 years later (1851). Also interesting to note (according to Wikipedia): France (established 1798, repealed 1926) Income tax was not introduced in England until 1842. So, go ahead and put that new window or skylight in.
