Looking at the British Newspaper Library, this inquest was reported in the Leicester Mercury (Sat 15 March 1856, page 3) as the owner Frederick Shelton came from Leicester and the machine is described as being for the "amusement of children" and involved turning a wheel on a platform 15 feet of the ground. Sounds to me like some early form of Big Wheel or similar device to send children up in the air and down again.
