Very doubtful. Chant is not a gipsy surname that I have come across. Also the forenames are not what would be expected from a gipsy family. And basket maker was not an occupation peculiar to gipsies. If you had found a chairbottomer, or a china mender, they are more likely gipsy occupations. There is a Gipsy & Traveller FHS and they have a website. You should find it by googling.
