Hi Valerie, This may seem silly, but could it be an English Bobby in your photo rather than a military soldier. It looks like photos I've seen of the Bobbies. Hopefully, some other lister will have a better answer for you but thought I'd throw that out to you 'in case'. Best wishes, Linda in the US
