Hi Margaret, I've just looked at the 1851 on The Genealogist, and found a William Heap, 48, cotton weaver, living at 48 Commission Street, Bolton, HO107/2211/F166. Is this your William? If so, I would say that it was definitely Bolton, not Halton, that was his birthplace. However, there is a discrepancy of 4 years between his stated age at death and the census. However, it's not unknown for informants, or for census takers, to get it wrong. Have you tried to find a will? Bolton Archives have indexes for these, though the actual wills themselves are held at the LRO. Apart from that I can't think of anything else to suggest.
