The 1851 census for Herts is for the most part neither transcribed or indexed so a county-wide search is rather a long job. I did however do a rapid scan through the eight films for the town of Ware (some of them barely readable!) but found no sign of him. That doesn't mean he wasn't there, just that I didn't spot him.
