As you have access to the 1881 Census online I've looked for them in 1891 Henry I'm not sure about. Hitchin, Herts Frank Brown; Son; 2; b. Hitchin, Herts Florrie Brown; Dau; 1 month; b. Hitchin, Herts Rose Mansell; Sister in Law; 15; b. Hitchin, Herts Willie Mansell; Sister's child; 1; b. Hitchin, Herts Arthur and George didn't show up on the England Census You will hopefully be able to find the marriages on FreeBMD the locate them in the 1901 Census now you know where to look. I would suggest you still look for Arthur and George in the 1901 Census as they might have been in the Services, indexed wrongly or just missed off if they were away from home for the night .
