Try contacting the Hertfordshire Record Office (HALS) using e-mail address 'Herts Direct' and address your e mail to the 'Archivists at HALS'. They are a very professional, knowledgable and helpful team. They will be able to give advise you all about non conformist registers and their Hertfordshire sources and the dates records for Quakers start from in Hertfordshire. Alternatively The National Archives (TNA at Kew, Richmond, Surrey UK) web site have a guide which you can read on-line and they stock a book in their book shop called ' My ancestors were Quakers'.
